Is this for pvp, pve, or both? Also, do you have factions only?

I cried when I saw this. One I did not go thought the math but you are using major/superiors it looks to me, second this is an awful build.
Run this, it will work if you only have factions,
Sword: 14
Strength: 13
Dragon Slash
Sun and Moon
Save Yoursleves
Optional
Optional
IAS
IMS
Rez

Optionals are things like Enduring if you have NF, Brawling Headbutt if you have EotN, and Galrath if you got Proph, Conjure will also work ok. And bull strike if PvP

IAS is probably frenzy for pvp and I think the only other is tiger, for PvE.
IMS is sprint for factions,
and rez is sig or a hard rez if /Mo

For one, Power Attack is a bad skill in most Warrior circumstances. You've not got sufficient energy management to maintain it without using your elite slot on something inferior to what's already there.

Two, the Riposte skills are bad because they rely on someone being an idiot. You don't output as much damage as you would with a normal bar either.

Three, Endure Pain is bad. If you really want something to save you, bring an interrupt or Brawling Headbutt. Same goes for Healing Signet.

Four, too many -health runes. You're saving yourself a skill slot by doing that, and saving yourself.

Your skill bar is just bad, sorry.
The Dragon Slash build showed above,or a cleave spammer using the same basic build with cleave as the elite would be much better.
I would recomend using Conjure with it since you seem to only have factions, since there arent many other options.

Agreed with the above posts. Your build is fine if it were being runned by a hero who's sole purpose was the tank PvE mobs. However, intelligent opponents will know not to use melee attacks once they see your skills activate. You don't want your build to be completely dependent on specific opponent actions (ausp-parry relying on an opponent's melee attack is a good example), since your skill bar is dependent on you're opponent's lack of attention. Player activated skills like Dragon Slash, Cleave, etc... with no required opponent actions are better for obvious reasons.

Heroes cant tank well.. they run around like idiots. Ur builds only use is trying to fight a 1v1 vs an idiot warrior/sin/derv. Even then theres better options. Try thinking along the lines warriors deal damage, not try and take it. They can take it, but they should build around the assumption that dead things dont hurt.

yeah what everyone else said basically
if i were you, id drop all of the tatics atts. tatics is such a crappy line.
auspicious parry is crappy, unless your soloing a melee boss or a dumb sin/war/derv
i dont like endure pain mainly because after its up the spike in your health, if your in the middle of fighting and dont notice say bye bye. sooo drop that
drop heal sig for lions comfort, since a warrior needs to have adrenaline it should be easy to maintain.
drop rez sig unless you really want it/ doing ra. warriors kill stuff thats it

id do the classic d-slash build for good measure
dragon slash [E]
"for great justice"
enduring harmony
and the other 5 skills are kinda up to you
run up to someone use enduring + FGJ smash them in the face with weapon over and over and watch people fall

The 2 Attribute Spreads that he could be using are:

11/10/10 : Major Rune of Swordsmanship, Superior Rune of Tactics (-110hp)

or

11/11/8 : Major Runes of Swordsmanship, Tactics, and Strength (-105hp)

Either way, his minimum hp is going to be 370, his maximum hp is going to be 540, and that is with full Survivor insignias (no Stonefist), 2 Runes of Vitae, a Superior Vigor (no Rune of Clarity), a +30 Axe/Sword, and a +30 Shield (I'm not messing with conditional modifiers, only constants). This is not good.

There, I did the math, or rather, used Wiki... http://guildwars.wikia.com/wiki/Attribute

Lots of good advice in here Spartan, read the Warrior Forum Sticky and you'll get some really good info!

I think the OP plans to remedy this with Endure Pain.

They (non-minor runes and EP) aren't worth it, as have already been mentioned.

it seems scary at first, but once you learn how to position yourself and use your IAS building adrenaline will take no time.

Warriors these days are pretty much obliged to run the Dragon Slash/Save Yourself build, its damage output is ok-ish but its party support is amazing, its the ultimate warrior build for hm, unless farming

also For Great Justice and Enduring Harmony will sort out your adrenaline problem

I used to run something a little more cunning than the OPs in AB because of the sinfest, but i quickly learned. If this build is for AB i'd take 1 block stance to disrupt the sin's chain and that's it.

[build prof=Warrior/Dervish ScytheMastery=12 Strength=12+1+1][Warrior's Endurance][Pious Assault][Power Attack][Bull's Strike][Protector's Strike][Optional][Optional][Resurrection Signet][/build]
Optional should be:
* An IAS (Frenzy or BoA, or Flail for PvE)
* A canceler/IMS/anti-kite (Rush, Sprint, Crippling Victory)

So you can spam Power Attack all you want and no one can say you're bad.

or

[build prof=Warrior/Dervish Scythe=12 Strength=12+1+1][Warrior's Endurance][Mystic Sweep][Eremite's Attack][Protector's Strike][Asuran Scan][Aura of Holy Might]["Save Yourselves!"][Optional][/build]

If you have access to a lot of PvE skills.

That's still pretty terrible. Most, if not all forms of regeneration are bad in an enviroment that doesn't have splits. You should still get rid of the superiors too, and put in "Save Yourselves!", aswell as Frenzy / *other stance*.
